To Whom It May Concern:
In the interest of public safety, government transparency, and accountability, I am making this public notice to accompany my formal request under the Louisiana Public Records Law (La. R.S. 44:1 et seq.).
On April 17, 2025, I submitted a public records request to the Lafayette Parish Sheriff’s Office, seeking the following:
• The names and badge numbers of all officers involved in the most recent SWAT arrest of Mr. Ogbebor;
• The name and contact information of the supervising officer who oversaw the operation;
• A certified copy of the original arrest warrant used to justify the action.
This request is being made publicly in order to:
1. Protect the integrity of the record, ensuring that no alteration, loss, or delay occurs;
2. Deter retaliation or obstruction against Mr. Ogbebor for asserting his right to access public information;
3. Encourage transparency, so that the public can assess whether taxpayer-funded law enforcement is being used lawfully and proportionately;
4. Document a pattern of behavior, if any, for use in ongoing legal proceedings regarding alleged constitutional violations;
5. Invite public scrutiny, civic engagement, and support from watchdogs, advocates, and honest officers who believe in lawful policing.
Pursuant to Louisiana law, I respectfully request that this information be made available within no more than three (3) business days from receipt of this request.
If no response is provided within this timeframe, I reserve the right to pursue legal remedies under state and federal law.

United States Court of Appeals for the Fifth Circuit Rules in Favor of Civil Rights Plaintiff Edosa Ogbebor Just Three Days After Another Alleged Unlawful Arrest and Certain Property Damage by the Lafayette Parish Sheriff’s Office

LAFAYETTE, LA – FEBRUARY 24, 2025 – In a landmark civil rights victory, the U.S. Court of Appeals for the 5th Circuit ruled in favor of Edosa Ogbebor, overturning a United States District Court for the Western District of Louisiana’s dismissal in a case alleging government misconduct, civil rights violations, unlawful arrest, excessive force, illegal search and seizure, due process violations, suppression of his free speech rights, ineffective assistance, prosecutorial misconduct, and systemic failures to train or supervise officers, protect him, or provide adequate redress for his complaints.

A Major Legal Victory Against Government Overreach

The appellate court’s ruling comes after Edosa Ogbebor, a pro se litigant, successfully challenged a United States District Court for the Western District of Louisiana’s attempt to dismiss his case under the statute of limitations. The United States Court of Appeals found that the United States District Court for the Western District of Louisiana abused its discretion by improperly sua sponte dismissing his claims and failed to properly consider the Continuing Violation Doctrine, a critical legal principle that prevents government actors from using procedural technicalities to avoid liability for ongoing civil rights violations.
